The Office of Development Planning and Teaching Quality is a specialized teaching quality assurance institution for the implementation of the central position of talent cultivation in the university. It fulfills three core functions: constructing the undergraduate education and teaching quality assurance system, leading undergraduate education and teaching evaluations, and formulating development plans through research and strategic design.

1. Quality Assurance: Guided by the Outcome-Based Education (OBE) philosophy, it deepens the comprehensive reform of "Three All-round Education" (all-round education through the efforts of all staff, for the whole process, and in all aspects) and fosters a "five-self" (self-consciousness, self-reflection, self-discipline, self-examination and self-correction) quality culture.

Responsibilities include: formulating quality standards and assurance systems; optimizing quality management teams; overseeing daily operations and monitoring of the quality assurance framework; organizing internal teaching quality inspections; strengthening university-college teaching supervision; establishing a student information counselor team; conducting teaching quality evaluations; and compiling the annual Teaching Quality Report of Undergraduate Education.

2. Teaching Evaluation: Adhering to the principle of "promoting construction, reform, management, and strengthening through evaluation", it improves the quality of talent training by means of education and teaching evaluation.

Responsibilities include: formulating the university's overall evaluation plan; coordinating evaluation and construction tasks; ensuring evaluation rectification; implementing professional assessments for Bachelor's degree authorization; and coordinating the compilation of the statistical reporting of university operation data.

3. Development Planning: Aligned with the university's positioning, it researches trends in higher education, organizes strategic studies, reviews preliminary planning outcomes, and compiles the university's mid and long-term development plans and sub-plans.
